The turbo on these vehicles is quite loud, you should hear a very distinct whistling sound when you step on the gas. It is common for them to not work inititally in the extreme cold...seeing as how you live in Alaska, are you letting it warm up long enough or does it always run poorly?
If it's under 100,000 miles, you can take it into any Ford dealership, pay a $100 deductible and they will diagnose/fix anything with the engine. Powerstrokes have a 100,000-mile warranty that is transferrable from owner-to-owner.

I don't have a problem getting up to highway speed at all. I do NOT here the whistling noise. I DO hear a winding down noise as my wife put it, her hearing is much better than mine. What i did was to rev up the engine a little and shut it down right away to try and hear anything. We had an 04' 350 four door and you could hear the turbo from it coming around the corner, it was loud. |

While I have aftermarket exhaust, you should be able to hear a pronounced turbo "whistling" sound while just revving your Excursion. Here's what mine sounds like:

Any major changes in weather since you started feeling the lack of power?
