Best way to remove a stubborn rusted out Bolt??

Anybody have any suggestions on how to remove a stubborn bolt. I have one. It is the bolt that holds the wiring harness bracket on the EX. It is darn near impossible to even get a wrench on it. Other than removing the whole hitch!!
I have sprayed with Wd-40 for days. All I have been able to do is make matters worse.

Heat baby, HEAT! I don't know specifically which bolt it is but obviously pay attention that you don't metl any plastic "stuff" by the bolt. Using a bunsen burner or something to that effect for a couple minutes on the bolt end will heat it up to a point where it makes it easier to turn loose.
