Tailgate access panel close-up, showing where water hits it on the backside. (I had previously reinstalled it upside down, so the rusty top as-lowered was originally the bottom.) There's no way for water to come in at the top of the panel unless something's seriously buggered on the backside, so only the bottom needs attention, IMO.
