The short bolt in the FFM is one of its originals, with a spare nut. The strap is necessary to rotate the FFM so the outlet & drain nipples clear the back of the intake.
Turns out, raising the OPS was a BAD move. The lower elbow cracked at the block after a few months, and leaked for a few more before I got around to messing with it. Fortunately, due to the other mods I did, it was relatively easy to extract the broken end & put the OPS back in the block.
