Damaged steering column ignition with exposed wires and tape
The shifter bushings have normal wear, but the clamp & lever screws are not loose.
Supply & install bushings $60 (includes R&I column)

New Ford boot XL3Z3D677AAB ~$68
Complete new Ford shifter w/boot 4L3Z-7210-BAA ~$70
