After re-tapping the end of the crank, I installed a new timing cover gasket and installed the timing over. Since I didn't have an alignment tool, I didn't tighten the bolts down. Torquing the harmonic balancer down centered the timing cover, and after it was fully seated, I then torqued down the remaining timing cover bolts. Worked very well.
