Tank & muffler in. Note that the muffler is a rare '96-Bronco-specific one with a 3-bolt flange, and I've homemade a mating flange to weld onto my '95 F150 4.9L cat pipe.

Before installing the tank, I clamped 2 sections of angle iron to the frame beside the gas tank, drilled through the bumper holes, removed the angles & enlarged their holes, installed the bumper, set the angles over the bumper nuts, & welded them to the nuts. They'll be much more reliable than the tiny crimped & tacked wires & tabs normally found on receiver nuts, and they can't fall out (or be removed without dropping the tank).
