C216 is an unused carryover connector from the older vacuum cruise amplifier, which was not used in these trucks after 1992. I have not found any explanation why it exists in the later wiring harnesses.
Several connectors have been cut off including:
Ignition Switch
MFS
ESOF Switch
Radio
