This pad is used to protect the tailgate paint from the rubber bumper on the bottom of the swingaway tire carrier. The pad is adhesive, and the pins keep it from sliding when the truck bounces. Applying teflon dry lube (TDL) or silicone grease will prevent the rubber bumper from stretching the pad like this. If it has come off, the best replacement I've found is
UHMWPE tape.
