The inner and outer felt, anti-rattlers are held in with clips. I used a small screw driver to get it started, then a larger screw driver for more leverage and finally some needle nose pliers to squeeze the clips if they need more persuasion. TAKE YOUR TIME when prying these out and just be careful.
