It's possible to access the hinge bolts by merely swinging the back edge of the fender away from the body, but it's only a little more work to totally remove the fender for easier access.

Note that this '94 door is smooth on its lowest face. '95½-96 doors have a very slight ridge indicating the addition of a side impact beam.
